چکیده

مقدمه: بیمارستان‌ها از مهم‌ترین مراکز شهرها هستند؛ بنابراین لازم است این اماکن به‌گونه‌ای طراحی شوند که بتوان در هر شرایطی از آن‌ها بهره‌برداری کرد و به نیازمندی‌های شهروندان در حوزه‌ی درمان پاسخ داد. در این مقاله سعی شده است تا با اولویت‌بندی معیارهای مؤثر بر طراحی بیمارستان با رویکرد پدافند غیرعامل، بیمارستان‌ها که از مهم‌ترین مراکز ارائه‌ی خدمت به آسیب‌دیدگان هستند، بتوانند در مواقع بحرانی و خطر، وظایف خود را تا حد ممکن به درستی انجام دهند.
روش‌ها: مطالعه‌ی حاضر، پژوهشی آمیخته است که بر اساس دو رویکرد کیفی و کمی انجام شده است. در این پژوهش، ابتدا با بررسی تحقیقات گذشته و مصاحبه با خبرگان در این حوزه، معیارهای مؤثر بر طراحی بیمارستان با رویکرد پدافند غیرعامل شناسایی و تعیین شده و در ادامه با تهیه‌ی پرسش‌نامه‌ی دلفی، معیارهای شناسایی‌شده در مرحله‌ی قبل تأیید و غربالگری گردیده، سپس برای رتبه‌بندی معیارها، پرسش‌نامه‌ی مقایسات زوجی تهیه و به‌منظور تحلیل داده‌ها از روش تحلیل سلسه‌مراتبی و نرم‌افزار Excle استفاده شده است.
یافته‌ها: در این مرحله، همه‌ی معیارهای شناسایی‌شده، تأیید و هیچ‌یک حذف نشده است. این معیارها به ترتیب اولویت عبارت‌ از معیار پلان با وزن 152/0 در رتبه‌ی یک، معیار نما با وزن 152/0 در رتبه‌ی دو، معیار پله‌های فرار (خروج اضطراری) با وزن151/0 در رتبه‌ی سه، معیار سازه با وزن 128/0 در رتبه‌ی چهار، معیار مکان‌یابی با وزن 11/0 در رتبه‌ی پنج، معیار فرم با وزن 104/0 در رتبه‌ی شش، معیار تأسیسات و تجهیزات  با وزن 75/0 در رتبه‌ی هفت، معیار عمومی و عملکردی با وزن 65/0 در رتبه‌ی هشت و معیار دسترسی با وزن 64/0 در رتبه‌ی نه بوده است.
نتیجه‌گیری: به‌منظور تعیین وزن معیارهای شناسایی‌شده در مرحله‌ی دلفی، از تکنیک تصمیم‌گیری چندمعیاره‌ی سلسله‌مراتبی فازی استفاده شده است. بر اساس نتایج به‌دست‌آمده معیار پلان با وزن 152/0 در رتبه‌ی یک قرار گرفته است. براساس نظر کارشناسان و صاحب‌نظران رشته‌ی معماری، سازه‌ی مقاوم در برابر زلزله، نقشه‌ی ساده، متقارن و بدون کشیدگی در سطح (پلان) و ارتفاع (نما و مقاطع عرضی) دارد؛ چنین سازه‌ای توزیع مقاومت یکنواخت و پیوسته دارد و در برابر زلزله مقاوم‌تر است. هرچه نقشه‌ی یک ساختمان ساده‌تر باشد، باعث قدرت بیشتر مهندسان در درک رفتار لرزه‌ای سازه از یک طرف و از طرف دیگر داشتن اطلاعات بیشتری از رفتار دینامیکی (حرکتی) اتصالات آن می‌شود.

Identify and Prioritize the Criteria Affecting Hospital Design with a Passive Defense Approach

Introduction: In this paper, Prioritizing the effective criteria for hospital design with a passive defense approach will enable hospitals, as one of the most important centers for providing services to the injured, to perform their duties as correctly as possible in crisis and danger times.
Methods: the present study is mixed-method research that is based on two approaches, qualitative and quantitative. First, the authors reviewed past research and interviewed experts in the field to identify and determine the effective criteria for hospital design with a passive defense approach. Then, they prepared the Delphi questionnaire to confirm and validate the identified criteria. Next, they used paired comparison questionnaire to categorize and classify the criteria. Finally, the hierarchical analysis method and Excle software were used to analyze data.
Results: at this stage, all identified criteria were approved, and none were deleted. These criteria, based on their priority, are plan, façade, escalators (emergency exit), structure, location, form, facilities and equipment, general and functional, and access.  Based on the results, plan criterion was the first criterion with a weight of 0.152t.
Conclusion: Based on architecture experts' and pundits' opinions, an earthquakeresistant structure has a simple plan, while it is symmetrical and without elongation at the surface (plan) and height (facade and cross sections). Such a structure has a uniform and continuous resistance distribution and is more resistant to earthquakes. The simpler plan of building, gives engineers more power to understand the seismic behavior of the structure and find more information about the dynamic (kinetic) behavior of its connections.
