Abstract

Introduction: Human resources training is a process for developing skills, knowledge, innovative ideas, and the capacity for critical thinking and situational management to achieve organizational goals. This study aimed to design a human resources management (HRM) training model for the healthcare sector during crisis conditions, based on the experiences from the COVID-19 pandemic.
Methods: This mixed-methods (quantitative-qualitative) study was conducted with a phenomenological approach in 2023. The statistical population consisted of administrators and faculty members of higher education institutes. Using a purposive sampling method, eight participants were selected and interviewed until data saturation was achieved. Data were analyzed using MAXQDA and NVivo software.
Results: The proposed HRM training model for crisis conditions identified six main themes and 14 sub-themes. The key components included innovative thinking in university relations, cohesion-creating interaction, deepening transformative decision-making, emotion management strategies in virtual education, building capacity for organizational resilience, and developing a responsive organization. Path analysis indicated that the path of HRM training in crises and deepening transformative decision-making was the most influential. The coefficients of determination (R2) were as follows: innovative thinking in university relations (0.13) indicated a very weak effect; cohesion-creating interaction (0.58), emotion management (0.506), and building capacity for resilience (0.573) indicated a moderate effect; and deepening transformative decision-making (0.725) and developing a responsive organization (0.680) indicated a strong effect.
Conclusion: Effective HRM during crises requires recognizing warning signs, setting clear objectives, strategic planning, and focusing on crisis mitigation. Successful crisis management can contribute to societal growth, prosperity, and enhanced welfare.
