Abstract
The history of modernization policy in Iran dates back to the reforms initiated by Abbas Mirza, Amir Kabir, and Sepeh-Salar, among other Qajar-era statesmen and intellectuals. Following the establishment of the Pahlavi regime, modernization was implemented in a systematic, top-down, and authoritarian manner by the ruling class, based on the ideologies of the statesmen and political-intellectual elites who designed and executed these policies. A significant component of Pahlavi-era modernization was the shift in the statesmen’s approach to health conditions, focusing on their improvement, particularly through efforts to enhance public health conditions and combat widespread diseases. This research aimed to investigate the Pahlavi government’s activities in the realm of health and public health promotion in Ilam Province as a marginalized region. The study employed a historical methodology with a descriptive-analytical approach, analyzing the subject based on archival documents and oral history sources. The findings indicated that healthcare, treatment, and public health in Ilam underwent little change during Reza Shah’s reign, with only limited and minor measures taken in this area. However, during Mohammad Reza Shah’s rule, Ilam, the same as other regions of Iran, benefited from the nationwide transformation of the health system. The government initiated the construction of hospitals and clinics and established the Literacy Corps and the Health Corps, which significantly impacted public health in Ilam.
