چکیده

مقدمه: برنامه استراتژیک در بیمارستان‌ها به نوعی سرمایه‌گذاری در راستای بهبود عملکردشان تلقی می‌شود. با این حال مدیرانی که می‌خواهند برنامه‌ریزی استراتژیک را جهت دستیابی به موفقیت مورد استفاده قرار دهند، با موانعی بر سر راه اجرای آن مواجه هستند. هدف از انجام این مطالعه تعیین موانع پیاده‌سازی برنامه استراتژیک از دیدگاه مدیران بیمارستان‌های آموزشی درمانی دانشگاه علوم پزشکی شیراز بود.مواد و روش: این پژوهش از نوع مطالعات مقطعی بوده که به صورت توصیفی-تحلیلی در سال 1395 انجام شد. جامعه پژوهش شامل 40نفر از مدیران داخلی، اداری، مالی و حسابداری، و مدیران پرستاری بودند که بصورت سرشماری انتخاب گردیدند. داده‌ها با استفاده از پرسشنامه محقق ساخته که شامل سوالات مربوط به موانع تاثیرگذار در پیاده‌سازی استراتژی ها بود، جمع‌آوری شد. جهت تجزیه و تحلیل داده از آزمون های T-test، ANOVA، ضریب همبستگی پیرسون و آماره‌های توصیفی از طریق نرم افزارSPSS23 استفاده شد. یافته‌ها: نتایج نشان داد که موانـــع پیاده‌سازی برنامــه استراتژیک به ترتیب مرتبط با عوامل ساختاری(58/6±12/27)، انسانی(43/4 ± 12/20)، فرایندی(99/3±44/16) و نهادی (80/4 ± 85/15) بود. بین متغیرهای دموگرافیک و موانع پیاده‌سازی برنامه استراتژیک در بیمارستان‌ها ارتباط معنی‌داری مشاهده نشد(05/0<P). بحث و نتیجه‌گیری: باتوجه به نتایج، مدیران بیمارستان‌ها بهتر است با شناخت موانع اجرای برنامه استراتژیک، در راستای رفع این موانع بر‌آیند. لذا با توجه به ماهیت پویای فرایندهای مدیریت پیشنهاد می‌شود دوره‌های آموزشی متناسب با نیاز و اولویت‌های حاصله از پژوهش برگزار گردد.

چکیده [English]

Background Strategic plans in hospitals can be considered an investment to improve their performance. However, managers who intend to use strategic planning to achieve success are faced with barriers against its implementation. This study aimed to investigate the barriers against implementation of strategic plans from managers’ perspectives in teaching hospitals of Shiraz University of Medical Sciences.
Methods: This descriptive-analytical, cross-sectional study was performed in 2016. The study population consisted of 40 domestic, administrative, financial and accounting, and nursing managers selected through census. The data were collected using a researcher-made questionnaire including questions about effective barriers against implementation of strategic plans. Then, the data were entered into the SPSS statistical software, version 23 and were analyzed using descriptive statistics, ANOVA, t-test, and Pearson’s correlation coefficient.
Results: The results showed that the barriers against implementation of strategic plans were related to structural (27.12±6.58), human (20.12±4.43), process (16.44±3.99), and institutional (15.85±4.80) factors. There was no significant relationship between demographic variables and barriers against implementing strategic plans in hospitals (p>0.05).
Conclusion: Hospital managers should identify and eliminate the barriers against implementation of strategic plans. Considering the dynamic nature of management processes, training courses are recommended to be held based on the needs and priorities obtained in this research.
